Deliveries from Europe through the Kozlovichi checkpoint continue with re-coupling in Belarus
On February 20, 2023, the media reported about the possible total closure of the Polish-Belarusian border, which caused panic in the market. TRANSPORTIR does not confirm this information. In practice, imports by road transport take place in the mode of transfer and reloading, which was introduced in April 2022.
Delivery from Europe via Poland and the Kozlovichi checkpoint continues without restrictions on the mode of entry for non-sanctioned goods, enshrined in the sanctions package a year ago.
Shipping from Europe with TRANSPORTIR operates in the standard mode.
Background
February 21, 2023 – TRANSPORTIR receives a mass of appeals from the cargo owners referring to the sources in the media, who interpret the announcement of the Polish Ministry of the Interior the day before about the total ban of the Belarusian carriers* as a blockade of the passage of Polish registered trucks to Russia and Belarus.
* Previously, some carriers, registration RB, with extremely specific cargo (humanitarian, agricultural and oil nature) on board and special permits, named as exceptions to the sanctions in the 5th package of the EU, were allowed to cross the border Belarus-Poland-Belarus.
At 21:00 (today), according to BAMAP data, from the Polish side, carriers "other than" EU or EFTA member states' registrations are not allowed to enter/leave Belarus either. According to this logic, trucks with CPC license plates will be turned around (there is no official confirmation).
Why TRANSPORTIR's situation is stable
TRANSPORTIR operates through its Polish consolidation hub and TRANSPORTIR Poland office. All of our cargo flows, both prefabricated lines and fulload consignments from Europe, follow the stable mode in the EU registration fleet to the transfer points and transshipment at the Belarus TLCs.
Deliveries of precasts from Europe – schedule deviations are possible, but not more than 48 hours.
Export to the EU also occurs according to this scheme, i.e. with rechaining to the EU park on the territory of Belarus, but not Poland.
Chronology of events and queues at the Kozlovichi checkpoint
On February 10, 2023 Poland imposed restrictions on freight traffic through the second most popular border crossing after the Kozlovichi checkpoint – Bobrowniki.
On February 17, 2023 a ban on the access of Polish carriers to Belarus from the territory of Lithuania was imposed.
Thus, the Kozlovichi checkpoint took the load. The traffic in the queue is equivalent to the peak season in pre-sanctioned times, for example, on the eve of the new year.
